[Sur] [SLOBS] [IAEP] [SLOB] GSoC mentor stipend motion

FYI: for tax purposes (for the mentor), it would be better to pay them and then they could choose to donate all or part of the funds back. This is true for US citizens. I don't know about other countries' tax laws.
