Hello,

May I add my 2-cent worth of comment?

I prefer #2 because it is succinct, says in few words about the various 
aspects of the undertaking:
  -  product : open source, technological innovations
   -target: economically disadvantaged communities (Good idea not to use 
the word remote, so you can target some groups in the not so remote).

You could also consider starting the mission statement with:
 One Laptop Per Child Philippines is a non profit org with the mission  ...
