[OLPC-Philippines] Lines of Communication

Coolness.

I already sent a shout-out to Philweavers for web developer/designer
volunteers and help out with the olpc.ph site. We really need a
central repository for coordinating all activities and olpc.ph gives
the best branding/recall.

Google apps sounds good given the the toolset. Given our limited
resources, let's not reinvent the wheel wherever it's not necessary.
