[OLPC-Philippines] OLPC PH sub-sector (OLPC PHOSS :D)

Can we have a sub-sector to OLPC PH? I'll be okay if nobody else but me is a member. So long as, I represent myself well.

This sub-sector will still have the same goals of the OLPC and OLPC PH -- Education and FOSS.
