If you are strickly looking at a decision to buy laptops in bulk, then OLPC-A is the right place.

This is best done by a governement purchase.
Beyond that, there are interested OLPC volunteer to ask more questions.
The important detail is to plan how you can provide: electicity, networking
(wireless, wired), teacher training, lesson plans, educational material, etc.
Also look at Sugar Labs(sugarlabs.org) to see the array of educational activities they provide.
Since the laptop and the activities are based upon Free Software, this means
you can help to build tools for your needs and work with a world-wide community.
