Yes there is.  F6.  Tested on OLPC OS 10.1.2, Sugar 0.84 on XO-1.5.
Worked fine for me just then when I plugged in a USB keyboard.

The XO-1.5 HS has a key legend for the Frame on the F6 key.

The key in the F6 position on an XO-1.5 without a USB keyboard attached,
also works fine for me for bringing up the frame.  It's the key above
the 7 key.
