You're right !  

My focus is pretty much local right now, with the aim of getting donor
funding.

I already have a full-time job, so don't really have capacity to run a
software development office/business.

I think it depends. 

If your focus is local and you have a good chance of either influencing your
country's education department's purchasing decisions or attracting an aid
donor, then definitely do hardware. No argument at all.

If your focus is global, you can start helping develop educational materials
and software, right now, without having to wait for funding.
