More unofficial I think.

I think it would need either a Indonesian government department or an aid
organisation to order a quantity of 1000's of laptops. OLPC aims to keep its
costs per laptop down by not dealing directly with the public.

You could more easily set up a local branch of Sugarlabs, the software
supplier, www.sugarlabs.org but you would need to find your own funding.
