That's odd.  Perhaps you picked up an XO-1 instead of XO-1.5?

u:\fs.plc is needed by the NANDblaster nb-update on XO-1 [1], but not
needed by the same step on XO-1.5 [2].  The instructions for XO-1
mention fs.plc [3] ... the .plc file is not mentioned in the XO-1.5
firmware.
