[OLPC-AU] Video Chat activity

There's an experimental activity to allow video chatting between XOs:

Open Video Chat is a continuation of the development of the Video Chat
activity, originally created in Australia:

Given that so many children in remote Australia have hearing
impairments and are dependent on sign language, I can see great
benefit to this activity. Please assist to develop and test this
activity.
