It is a design feature of Sugar, not the activity.  It was introduced in
Sugar 0.84.  See http://wiki.sugarlabs.org/go/0.84/Notes#Resume_Activity

Instead of hover, learner can right-click.  Slightly faster once they
get used to it, since no delay is required.

Also, in List View in Home View (F3, Ctrl/2), starting an activity
always starts a new instance.

Learner can see colour change of icon as an indication that clicking it
will resume a journal entry.
