Those are recommendations that should result into code to be
implemented at firmware/driver level most of the times. And also
recommendations on how to implement test facilities and techniques.
Please note, most of them are fully documented and details will be
posted soon.

In my understanding, the recommendations are agnostic of scale
targets. They all must/should be implemented independent of the scale
targets.

(same logic again) The recommendations are agnostic of use cases. They
will benefit all use cases.

This is meant to be the most technical possible. It is, im my opinion,
very important to keep it this way. I subscribe to the principle of
acessibility you advocate for, I just don't think that's the case for
this page.
