Yes, you could consider an 802.11b or 802.11g wireless ethernet link,
but you need more than line-of-sight.
Using one of the many fresnel calculators available, it seems you would
need 27m towers at either end for a perfect link over 24km, and anything
below that would start to reduce the power available. For an 8km link
only 16m towers. Assuming flat terrain and no vegetation. You might be
able to get by with shorter towers, but the signal declines as you do
so.
If you were using OLPC XOs and solar powered active antenna, one every
kilometre at a height of about 5m above ground, and above any trees,
might extend an 802.11s mesh nicely over that distance, but I note
you're not really asking for that.
Try talking to the Philippine Amateur Radio Association, perhaps they
have some local expertise?
