[Nepal] need to use relative URLs for e-pustakalaya

i was checking e-pustakalya with Kaustuv this evening and couldn't
access flipbook to any of the childrens stories. this is the message i
would get everytime i tried to access any of the flip books:

Not Found

The requested URL /Flipbook/Pustakalaya:195/Default.html was not found
on this server.

hope this helps to solve the problem.
