[Nepal] Ubuntu mirror

The Ubuntu mirror is still unfinished because I stepped into a
subtle problem with Ubuntu main rsync servers.

It took me a while to realize it because I suspected everything
else: gpg, the debmirror scripts, our ISP's squid server, etc.

As a workaround, I've now temporarily put the IP of the working
server in the mirror script and it will hopefully will complete
syncing overnight.
