[Localization] Validate suggestion in Honey Geography

Unfortunately, our suggestions workflow has not worked properly for a
while.  I think we came to a mismatch of Pootle and one of it's
supporting packages.  I've long hoped that getting the whole Poolte
system upgraded would be our fix for that, but I've not been able to
get that project to completion.

For now I suggest copying over the suggestion and submitting it.
