[Localization] why in the world ?

*why can't i upload a file to "replace the old translations with the new
ones"?? i am trying to fix the old translations for some files which
is completely wrong and i can show some examples to prove if you want, but
the only two available options *
*are : Merge the file  with the current file and turn conflicts into
suggestions (which sometimes used the old ones) or the other option*
*is : Add all new translations as suggestions*

*so what ? i'm i supposed to waste time entering them manually ??*
