[Localization] Scratch L10n

Dear Localizers,

Scratch is an upstream project to Sugar and OLPC.  They are also based
out of MIT and we used to host their PO files for localization until
they decided t oset up their own Pootle server.

Please take a look at the status of your favorite language on their
Pootle server.

In particular, the following languages are about 99% complete, needing
only a few strings to take them to 100%.  If you work in one of these
languages, please take just a few moments to finish these strings off.
