[Localization] Sugar 0.94 release process

Dear Localizers,

A process that will culminate in the freezing and release of Sugar
0.94 has begun.  The schedule is described on the link below.

The key point for localizers is to work furiously on getting Glucose
and Fructose projects complete ASAP, with a final review of them
starting Sept 5th when the string freeze begins.  Lang admins should
commit completed files as they get reviewed, this will make it
possible to test for i18n / L10n bugs during the development process.
In particular, Arabic, Dari and Herbew localizers are requested to
look closely for right-to-left language issues so that their scripts
are properly presented in the UI.

Hopefully we will be hearing more directly from the Sugar 0.94 release
Manager as this process moves forward.
