I believe that the correct answer is one person competent in both
languages (not necessarily a specialist), in computing, and in
understanding children; and one Pootle administrator, who can be the same
person. It is not necessary to have a programmer for localization, only
for internationalizing new software in preparation for localization. Here

I am pleased to see that Tenek, or Teenek or Huastec, is a Mayan language
with something like 150,000 speakers. Please let your Teenek-speaking
colleagues know that I am working on a tutorial in visual numerals,
including Mayan numerals and the Long Count calendar. In part I make the
point that Mayan civilization was one of only two to invent positional
numerals with a 0 (the other also not being European), and that the Mayan
calendar was and remained until quite recently far more precise than the
Gregorian calendar or its predecessor the Julian calendar. Another
important point is that Mayan numerals are much easier for children to
learn than Hindu/Arabic/European numerals, the other system with a 0.
