currently has lang-admin privs on Kinyarwanda.  A language can have more
than one administrator, it is often very helpful if they do.   Jimmy should
register on the Pootle server an d begin translating.  In some cases, lang
admins like to have new users only given the suggest priv until they have
developed some history, but the default for a registered user in lang-rw is
that they can make submissions right away.
