[Localization] Scratch in build 11.2.0

Dear localizers,

I just wanted to remind everyone that Scrach will be included in build
11.2.0 from OLPC.  Scratch used to be hosted on our Pootle server, but they
decided to establish their own.

The following languages planned for inclusion in 11.2.0 are not completely
translated for Scratch.  Please check to see if your language(s) are on the
list and add the Scratch strings to your "to do" list for 11.2.0
localization.
