[Localization] Cannot commit abacus.po

mschlager has language admin on all German projects.  I believe the issue is
tha Sayamindu needs to do the back-end black magic to connect to the abacus
PO files to the git repo.  Note there is no commit option for abacus in any
language at the moment.
