[Localization] Risky update all button

Hi,

While making screenshots for Language Admin quick guide on wiki, I realized 
that the "upload" and "update all from version control" buttons look very 
similar and are placed too close together. However, clicking on "update all" 
instead of upload will result in all pending pushes to VC getting lost without 
any warning. This is very risky and can result in the loss of hard-work put 
into translations.

Is it possible to shift either "upload" or "update..." button to the top of 
the screen in Pootle?
