[Localization] Arabic language Admin

Hello,
my name is Ahmed Mansour and I'm OLPC Morocco team, and we are working 
on Arabic localization.
I would like to have admin privilege to be able to upload offline 
translation and to review pending suggestions as there is no other 
active maintainer.
