[Localization] [ANNOUNCE] Pootle Upgrade

Hi all,
I will be upgrading Pootle within the next few hours. Since the
upgrade is between minor releases (we are going from 2.0.1 to 2.0.3),
I expect zero downtime. However, you may see some slow performance
while the database is migrated to the new schema. I will reply on this
thread as soon as the upgrade process gets completed.
