[Localization] Armenian

We have two XO 1.5 C2 units at the American University in Armenia. The
project is being headed by Prof. Barry Levine (SFSU/AUA), who is
currently there. We have some activity on the translation
infrastructure. See

At this point we need to establish an administrator to approve the
strings. Any suggestions?
