[Localization] codec can't decode byte (was: Localization efforts needed)

Dupuy,

Yes that is a familiar error message.  As I recall, it can occur when a user
(any user, not just the one getting the error) creates a username with
non-ASCII characters.   The presence of that non-ASCII username in the user
database produces that error message for any user that touches the user
database in any way (e.g. by logging in).

I have identified the user (with a username in Arabic script) and I will
reach out to explain that ironically, the older version of Pootle we use has
this limitation in the use of native scripts for usernames.  I will remove
the problematic username and ask them nicely to make do with an ASCII
username.  I beleive that this is how Sayamindu fixed things the last time
this occurred on the OLPC Pootle server.
