[Localization] FLOSS manual on "open translation tools"

Hi all,

A FLOSS manual on open translation tools has been published recently by "FLOSS
Manuals" (http://en.flossmanuals.net/ ). It's the result of a collective
authoring effort during a book sprint held at the "Open Translation Tools"
conference 2009 - OTT09
(http://www.aspirationtech.org/events/opentranslation/2009 ).
