[Localization] Malagasian: howto add it to the list of locales?

Hi Sayamindu,

I have uploaded a few days ago some po-files  from the "mg" locale onto the
pootle server (I dit it manually, because I have no "submit" button, but this is
ok so far).

Then, I updated my local copy of the sugar-jhbuild repository.

However, it seems that the malagasian locale is not yet available. I wonder if I
did something wrong?
