[Localization] [ANNOUNCE] Pootle downtime

Hello,
I'm trying to tune Pootle performance a bit to ensure that it runs
smoothly without major hiccups till the end of this release cycle, and
will need to shut it down for a few hours (starting now).
I'll announce as soon as the service is back up again.
