[Localization] [ANNOUNCE] A new feature in Pootle

Hello all,

I have added a somewhat experimental hack in Pootle, which should be
very useful for translators, especially team coordinators.
Each file-entry in Pootle shows a "Status" field now. If the file is
both committed to the version control system AND is error free (in
terms of formatting errors), a green check-mark will be displayed. If
something is wrong, a red cross mark will be displayed, and hovering
on the icon will show the details of the problem.

The feature was suggested by Jim (Gettys) long time back, and finally
I got some time to implement this :-)
