[Localization] [OLPC library] [Announce] Localization of the documentation into French

Super; some of the localization can be done via flossmanuals.  Please
be sure to post localized results to the OLPC wiki, wherever the work
is originally done. (and note the kreyol/french wiki set up for Haiti
which should also be updated.)
