[Localization] Etoys activity for Chinese(china) don't have "submit " button on Pootle server

Hi,

   Sorry to delay to relpy the mail.  
   I've checked my rights to etoys activity. Yes, I've granted the
translation permisson and also can grant some other people(most are in
our group) with translation permisson.
