[Localization] Requirement of new locale definition files

Hi everyone,
It appears that we would be needing new locale definition files for
Fular (ff), Pashto (ps) and Dari (fa_AF) in glibc. Among these, the
CLDR (Common Locale Data Repository) has data for ps and fa_AF. We
would to do one for ff from scratch.
Does anyone know any tool which lets you convert the XML file from
CLDR into the glibc locale definition file format ?
