[Localization] Localization for Haiti (Kreyol)

We've not manufactured the Candian-French keyboard yet because we want
to first confirm that the layout is what is needed in Haiti.
One could test the layout on a tradional keyboard by setting the xkb
layout appropriately. From the terminal activity, type:
setxkbmap -layout ca
