[Localization] [Announce] Scratch translations

Ok, that makes perfect sense.
We're currently working on the UTF8 support for Scratch on the XO, so once
that is up we can update the list of languages available.
In the meantime, please feel free to add any languages which are covered by
the ISO-Latin character sets that we did not already have in the Scratch
activity.
