[Localization] [Announce] Do not use Arabic Percent sign instead of normal percent sign

Hi all,
I have been going through the translations for errors, and found that
some translators have been using the Arabic Percent sign (٪) instead
of the normal one (%). Please do not do this, as it is not recognised
by gettext for formatting strings.
