[Localization] Need to add translators to my language

Hello,
I've filed the ticket to add Bulgarian language in Pootle and I should 
be the lang administrator. However I don't see an option to delegate 
rights to other users (or I can't find it). Other users are able to 
"suggest translations" only. Please help me with this issue.
