[Localization] [Announce] Schedule changes for Update 1

Hi all,
The package refresh for new translations, which was originally
scheduled to take place on the 19th of December has been pushed back
to the 23rd of December[1]. This means you have some extra time to
work on translations for the Update 1 builds :-).
