[Localization] Website localization

Instructions for localizing the public website are up on the wiki:

Spanish and Chinese(simplified) are making great headway.

There are also instructions for localizing library strings, and the few 
sugar strings that need l10n love will be up soon as well.

If there are other speicifc activities, texts, or sites that you would 
like to see localized, even if you don't have time to do it yourself, 
please note them here or on the wiki
