Good points.

Not all material from virtual content may be free of copyright restrictions.

Indian lexicon made available on doc or htm formats can be used as digital
content because of the free licence to use. The pages on the virtual space
on websites may disappear :)--

A good categorised index of USB content should be made available for every
child to use without help from admin/teacher.
