design sketch for content stamping; questions about browser plug-ins and UI

I've written up some notes on the scheme SJ and I have been hashing out
for certifying Wikipedia and other content:

We propose to start out with a crude interface using a pair of browser
plug-ins
(see "Starting Simply" at the bottom), but we don't have any experience
writing such.
Can anyone help with that?  (General feedback also welcome, of course.)
