The FAQ 
(http://code.google.com/opensource/gsoc/2008/faqs.html#0.1_timeline) 
says now:

    March 24: /~12 noon PDT / 19:00 UTC/ Student application period opens.
    April 7: /5:00 PM PDT / 00:00 UTC April 8, 2008/ Student application
    deadline.
