Frappr is extremely heavy. It has add-ons like pictures and other annoying additions. Open Street Maps or Open Aerial Maps might be a way to do it. Also the Seattle Free Wireless project has a pretty nice dynamic google map editing feature they use at
<a href="http://map.seattlewireless.net">http://map.seattlewireless.net</a>.<br><br>Any of the three might do the trick with a little customization.<br><br>Oh wait, Open Street Maps doesn't like Gnash, and it's other editor requires non-free Java. Hrrm, I would bet that Open Aerial Maps uses the same codebase. So WNmap might be the best choice.
