I think it wouldn't be great for each project to hold
additional classes even loading is fast, because of the
problems Hilaire described. 

I am imagining some off-image package like DLL ,containing
classes and compiled methods that are addition to base
image.
Activity bundle includes the off-image package that the
bundle needs.  First, the packages are dynamically loaded
when activity starts.  Next, project of the activity is
loaded.

(This is just a idea without how to implement :)
