 (a) During operation of forward-direction handle on a morph that has just
 been dragged, the base of the direction shaft is improperly positioned.
 (b) Require shift-key down for operating forward-direction arrow, uniform
 with requirement for forward-direction handle.
 (c) If user attempts to drag center-of-rotation or forward-direction
 handle without shift-key pressed, put up appropriate balloon-help (rather
 than picking up entire object, operating the control, or putting up an
 informer.)
