 Start Etoys in Japanese environment, language switch to Japanese and load
 fonts,
 Invoke "Make A Project", then transfer to blank project, and for short
 period a few balloon messages are shown.  But one of the message isn't
 translated correctly.

 It is interesting that :
 + revisiting partsbin icon shows correctly translated balloon message.
 + On start up screen, ballon message for parts bin is correctly translated
 in Japanese, but in fresh project it is not.
 + Everytime fresh project is created the behavior is observed.

 see screenshot attached.  This is captured with Squeakland on Windows box,
 but I saw same behavior on XO with Joyride 2031.
