Yes!  If you have a 'secure' machine running 649 (ship2 release) you will be able to open the browser; click on "other" on the left hand side, then on "about your xo".  This will bring you to a "tour of the laptop". Scroll all the way to the bottom to find the link "apply for a developer key".
