13.1.0 build 28 for XO-4 released

Hi,

Another XO-4 only build for 13.1.0, as there have only been
XO-4-related changes since build 27:

This includes an accelerated graphics driver, thanks to Jon Nettleton.
It should fix at least:

#12084 Pretty boot interrupted by region of text
#12338 xo-4: no Xv support
#12148 [CL4]Rotation key no function.
#12296 Merge Linux galcore for XO-4/MMP3
